Jeremy Bayer is a seasoned strategic advocacy and government affairs expert, specializing in policy influence, stakeholder engagement, and bipartisan collaboration. As the Founder and Managing Partner of 202 Consulting, he leads a boutique firm dedicated to leveraging third-party partnerships—including think tanks, trade associations, and industry influencers—to drive impactful advocacy and policy outcomes.
In addition to his work at 202 Consulting, Jeremy serves as a Senior Associate at the Center for Strategic and International Studies (CSIS), where he collaborates with policy experts, industry leaders, and government officials to shape discussions on U.S. national security, defense policy, and international affairs.
Jeremy began his career working for renowned political strategists James Carville and Mary Matalin, where he co-led international consulting efforts, provided research and policy analysis, and managed campaigns across Argentina, the Dominican Republic, Israel, Mexico, and beyond. His early experience gave him unmatched insights into political strategy, media influence, and bipartisan collaboration, setting the foundation for his expertise in advocacy and public affairs.
Before launching 202 Consulting, Jeremy spent over a decade at The Boeing Company, where he served as Senior Director of Strategy and Advocacy. In this role, he led Boeing’s legislative and regulatory engagement with third party partners, managing high-stakes advocacy campaigns on aerospace policy, defense acquisition, and international affairs. His work directly influenced key policy initiatives, including funding in the National Defense Authorization Act, Export-Import Bank reauthorization, and U.S. defense and commercial platform sales.
Jeremy has also held senior leadership positions at premier policy organizations, including the Bipartisan Policy Center (BPC). His ability to build coalitions, develop strategic messaging, and connect clients with influential decision-makers has made him a trusted advisor to Fortune 500 companies, nonprofits, and government leaders.
As a recognized expert in federal government relations and strategic communications, Jeremy has facilitated high-profile engagements at events such as the Reagan National Defense Forum and international aerospace summits. He has also helped clients craft and publish thought leadership pieces—including op-eds, white papers, and policy briefings—to shape industry and policy discussions.
Jeremy holds a Master of Public Policy from American University and a Bachelor of Arts in Political Science from the University of Minnesota, Twin Cities. He maintains Top Secret clearance and has an extensive network across corporate government affairs, federal agencies, and policy organizations.
